As alterações climáticas : o contributo das energias renováveis para o reforço da segurança internacional e, em especial, da segurança ambiental

Abstract

O trabalho de investigação aborda: As alterações climáticas: o contributo das energias renováveis para o reforço da segurança internacional e, em especial, da segurança ambiental. Ainda que se enquadre na temática da climatologia, preocupa-se, sobretudo, com os seus efeitos no âmbito da segurança internacional; pois a principal questão científica incide sobre o impacto das energias renováveis na segurança internacional e, em especial, na segurança ambiental. O objetivo da investigação é averiguar se as energias renováveis são uma solução viável e vantajosa na resolução de problemas relacionados com a segurança energética ou as alterações climáticas; e se poderão provocar crises internacionais. Do ponto de vista da metodologia, fez-se uma avaliação de dados qualitativos, com base em análise documental e na recolha de informações a partir do inquérito. A entrevista foi realizada através de um guião, e os resultados obtidos são apresentados e discutidos ao longo dos capítulos da dissertação. No que concerne às principais conclusões, foi possível reconhecer que, de facto, as alterações climáticas têm impacto negativo na atualidade e poderão ter consequências piores no futuro, tanto na economia como no ambiente, ou em sociedade, ameaçando o desejado conceito de desenvolvimento sustentável que se traduz, talvez, por «(…) um chamado universal à ação para acabar com a pobreza, proteger o planeta e melhorar a vida e as perspetivas de todos, em todos os lugares.» (United Nations Web Services Section, 2022) e que visa satisfazer as necessidades do presente, sem prejudicar as gerações futuras ou deixar de atender às suas necessidades. Este desígnio foi incluído pelos Estados-Membros da Organização das Nações Unidas, em 2015, na Agenda para o Desenvolvimento Sustentável de 2030, que lista dezassete Objetivos do Desenvolvimento Sustentável (ODS). O que constitui: «(…) uma agenda alargada e ambiciosa que aborda várias dimensões do desenvolvimento sustentável (social, económico, ambiental) e que promove a paz, a justiça e instituições eficazes» (United Nations Web Services Section, 2022). As fontes alternativas e renováveis de energia estão a ser cada vez mais discutidas no contexto mundial. O aquecimento global resulta de intenso consumo energético à escala mundial e tem provocado disfunções ambientais, contra as quais têm sido desenvolvidas tecnologias no setor das energias renováveis. Vários países têm assumido medidas ou negociado acordos e protolocos para atenuar estes efeitos negativos. As energias renováveis, para além de serem recursos abundantes, parecem ser energias limpas e, assim sendo, amigas do ambiente.

This research work addresses the topic: Climate change: the contribution of renewable energies to the strengthening of international security and, in particular, environmental security. It is framed within the theme of climate change and its effects on international security. Although it falls under the theme of climatology, it is concerned, above all, with its effects in the context of international security; as the main scientific issue focuses on the impact of renewable energies on international security and, in particular, on environmental security. The objective of the investigation aims to find out if renewable energies are a viable and advantageous solution in solving problems related to energy security or climate change; whether international crises can be provoked. From the point of view of methodology, an evaluation of qualitative data was carried out, based on document analysis and on the collection of information from the survey. The interview was conducted using a script, and the results obtained are presented and discussed throughout the chapters of the dissertation. With regard to the main conclusions, it was possible to recognize that, in fact, climate change has a negative impact today and may have worse consequences in the future, both in the economy and in the environment, or in society, threatening the desired concept of sustainable development that translates, perhaps, into «(…) a universal call to action to end poverty, protect the planet and improve the lives and prospects of everyone, everywhere.» (United Nations Web Services Section, 2022) and which aims to meet the needs of the present without harming future generations or failing to meet their needs. This main idea was included by Member States of the United Nations, in 2015, in the 2030 Agenda for Sustainable Development, which lists seventeen Sustainable Development Goals (SDGs). What constitutes: «(...) a broad and ambitious agenda that addresses several dimensions of sustainable development (social, economic, environmental) and that promotes peace, justice and effective institutions.» (United Nations Web Services Section, 2022). Alternative and renewable energy sources are being increasingly discussed in the global context. Global warming results from intense energy consumption worldwide that has caused environmental dysfunctions that are faced with technologies that have been developed in the renewable energy sector. Several countries have taken measures or negotiated agreements and protocols to mitigate these negative effects. Renewable energies, in addition to being inexhaustible resources, seem to be clean energies and, therefore, environmentally friendly.
