Grooming online : exploração de perceções

Abstract

Grooming online ou aliciamento de menores via internet, assume-se como um fenómeno criminal desconhecido, complexo e que poderá ter uma atuação deficitária por quem tem o dever de proteção, desde o núcleo familiar, às forças e serviços de segurança atéao próprio Estado. Por estes factos, foi feita uma revisão bibliográfica da produção científica sobre o fenómeno criminal, uma análise de relatórios produzidos em Portugal sobre segurança interna, cibersegurança e uma pesquisa de políticas públicas que existem em Portugal que visam esta temática, permitindo a elaboração de uma dissertação de carácter exploratório, que através de um questionário qualitativo e outro quantitativo, sobre o fenómeno de grooming online em Portugal, conseguiu recolher dados sobre esta temática. Os 281 + 15 inquéritos obtidos, permitiram responder a questões pertinentes sobre a perceção, reação e combate deste fenómeno criminal, permitindo concluir que existe uma clara aceitação da existência deste crime, que este enquadra-se nas conhecidas cifras negras, que se presume ineficaz o combate das forças e serviços de segurança em Portugal e existem reduzidas políticas públicas direcionadas ao próprio tema, originando assim um combate deficitário de todos os intervenientes. Tudo isto permitiu elaborar uma recomendação apontada a metodologias preventivas e linhas de investigação futuras úteis e exequíveis.

Online grooming or grooming of minors via the internet, is assumed to be an unknown, complex criminal phenomenon that may have a deficient performance by those who have the duty of protection, from the family nucleus, to the security forces and services to the State itself. For these reasons, a bibliographic review of the scientific production on the criminal phenomenon was carried out, an analysis of reports produced in Portugal on internal security, cybersecurity and a research of public policies that exist in Portugal that aim at this theme, allowing the elaboration of a dissertation exploratory, which through a qualitative and a quantitative questionnaire on the phenomenon of online grooming in Portugal, managed to collect data on this topic. The 281 + 15 surveys obtained allowed us to answer relevant questions about the perception, reaction and combat of this criminal phenomenon, allowing us to conclude that there is a clear acceptance of the existence of this crime, that it falls within the wellknown black numbers, which is presumed to be ineffective. combat of the security forces and services in Portugal and there are few public policies directed to the subject itself, thus giving rise to a deficit combat of all the intervenients. All this made it possible to elaborate a recommendation aimed at preventive methodologies and useful and feasible future research lines.
