Sobre a reforma da ONU

Abstract

Este artigo critica o sistema de direitos humanos das Nações Unidas e o seu Conselho para os Direitos Humanos. Através do relato de alguns eventos ocorridos naquele Conselho e na Conferência de Durban, em 2001, o autor defende que o sistema das Nações Unidas não tem contribuído para proteger aqueles que sofrem as violações dos direitos humanos. Pelo contrario, o Conselho tem sido o palco de defesa dos países que violam sistematicamente esses mesmos direitos humanos. Após a sua crítica, o autor apresenta uma possível solução para a verdadeira reforma daquele sistema e do Conselho, de forma a tornar a defesa dos direitos humanos uma realidade.

This article criticizes the UN human rights system and the Human Rights Council. Describing some of the events occurred in that Council and at the Durban Conference in 2001, the author defends that the UN system does not protect the victims of human rights violations. On the contrary, the Council has been used and abused by those countries that are systematically violating human rights. In the end, the author presents some solutions to reform the UN Human Rights system and the Council, in order to give some tools to the UN and making this organization a real guarantee for those who need protection.
