Revitalização da habitação social quarteirão das Verdades - Porto

Abstract

A presente dissertação centra-se na ‘revitalização da habitação social quarteirão das Verdades - Porto’ com o objetivo de revitalizar o interior do quarteirão, e reabilitar o seu edificado em ruínas, estudando pontualmente a história do Porto e o programa SAAL – Serviço Ambulatório de Apoio Local. Como resultado, existe uma oportunidade de criar, libertar e oferecer espaços de transição entre o espaço privado e o espaço público, e, assim, melhorando a relação entre os edifícios e os seus espaços adjacentes. A questão da habitação social é um assunto muito delicado, uma vez que é destinado às famílias carenciadas e com baixos recursos económicos, sendo este o único suporte facultado, na tentativa de ter uma habitação com melhores condições. O conceito de habitação social, não pode ser apenas traduzido, na atribuição de casas, para o alojamento de famílias sem capacidade financeira de adquirir uma casa no mercado. O quarteirão como elemento morfológico é um elemento urbano que divide os espaços públicos e privado, e ao mesmo tempo os une e mistura. Por vezes torna-se num elemento pouco valorizado, deixado ao abandono, e excluído no planeamento da cidade, como acontece na maioria dos Centros Históricos, que possuem vários dilemas como o abandono, a degradação e a ruína dos espaços e seus edificados. Através desta análise, existe uma oportunidade única para poder intervir nesses espaços. A proposta arquitetónica passa por explorar situações existentes, de analisar e compreender o interior do quarteirão no Centro Histórico, e de articular espaços que sejam propícios à sua utilização, tornando o interior do quarteirão útil para os utentes da cidade. Neste sentido, a proposta visa potenciar as relações do interior do quarteirão com o edificado e com a cidade, revitalizando o interior do quarteirão, e reabilitando o edificado em ruína para ter o uso de habitação social.

This dissertation focuses on the ‘revitalization of social housing block of Truths - Oporto’ with the purpose of revitalizing the interior of the block, and rehabilitating its ruined built, studying the history of Oporto and the SAAL project – Serviço Ambulatório de Apoio Local (a social mobile service of local support). As a result, there is an opportunity to create, liberate and offer spaces of transition between private and public spaces, and consequently improving the relationship between buildings and their adjacent spaces. The issue of social housing is a very delicate matter, since it is intended for needy families and with low economic resources, this being the only support provided in na attempt to have a house with better conditions. The concept of social housing, can’t be translated, in the allocation of houses to accommodate families with no financial ability to purchase a home on the market. The block, as a morphological element, is an urban element that divides the public and private spaces, and at the same time unites and mixes them. Sometimes it becomes a little valued element, left to the abandonment, and excluded in the planning of the city, as it happens in the majority of Historic Centers, which have several dilemmas like the abandonment, the degradation and the ruin of the spaces and its built. Through this analysis, there is an unique opportunity to be able to intervene in these spaces. The proposal is to explore current situations, to analyse and understand the inside of the block in the Historic Center, and to articulate spaces that are conducive to its use, making the inside of the block useful for city users. In this sense, the proposal seeks to strengthen relations between the inside of the block with the building and the city, revitalizing the inside of the block, and rehabilitating the ruined building to have the use of social housing.
