Intervenções sustentáveis em centros urbanos no século XXI : Saragoça da Expo de 2008 e Londres Olímpica de 2012

Abstract

A “sustentabilidade” é o tema central desta dissertação, enquanto conceito e como paradigma das intervenções arquitetónicas nos centros urbanos, reconhecendo a necessidade de uma estratégia de respeito pelo ambiente e do uso racional dos recursos naturais. Neste trabalho, pretendemos enquadrar a evolução da cidade numa perspetiva sintetizada tentando compreender os efeitos negativos e paradoxos que contribuiram para as fragilidades que os espaços urbanos apresentam. O período selecionado para o entendimento destas questões vai desde a revolução industrial, com todos os seus imponderáveis, até às cidades atuais, mais racionais, inclusivas e reflexivas. Neste contexto, esta ambição exigiu traçar um percurso, ao longo do século XX, pelas correntes urbanísticas, conceitos e experiências que influenciaram irreversivelmente as cidades dos nossos dias. Entendendo-se que as progressivas alterações nos espaços urbanos obrigaram, forçosamente, a trajetórias de convergência no sentido da sustentabilidade, tendencialmente marcadas pela reabilitação e regeneração do edificado, adotando a construção de “edifícios verdes” e modelos de organização territorial que assegurem melhores condições para a eficiente prossecução dos objetivos fixados pelo paradigma de cidade inteligente. Realçamos a importância dos novos conhecimentos científicos e tecnológicos, no avanço da sociedade, num mundo globalizado e o papel catalisador dos grandes eventos, na transformação das cidades. Os eventos internacionais são, assim, momentos singulares de oportunidade que envolvem meios financeiros, tempo e recursos humanos, possibilitando intervenções mais extensas e profundas tornando-se, por isso, casos de estudo de excelência, na aplicação de metodologias de sustentabilidade como paradigma nas intervenções em centros urbanos do século XXI. Para explicar como esta realidade se traduziu no território, foram analisados dois casos singulares: a Exposição em Saragoça, em 2008 sobre o tema da Água e os Jogos Olímpicos de Londres, em 2012. Em ambos os eventos, o conceito de sustentabilidade esteve presente, desde a fase de planeamento até à sua concretização em todas as dimensões da sustentabilidade: económica, social e ambiental. Nestes casos, todos os intervenientes no projeto e os arquitetos, em particular, assumiram a responsabilidade de dinamizar os territórios numa lógica global de valorização territorial e perspetiva de futuro sobre o mote da resiliência. Porém, as alterações da conjuntura económica e política, que se fizeram sentir, bem como o aumento do poder do setor imobiliário na criação de novas áreas urbanas, tiveram um forte impacto no novo paradigma de desenvolvimento territorial em cada uma das cidades.

"Sustainability" is the central theme of this dissertation as a concept and paradigm of architectural interventions in urban centers, recognizing the need for a strategy of respect for the environment and the rational use of natural resources. In this work, we intend to fit the evolution of the city into a synthesized perspective trying to understand the negative and paradoxical effects that contributed to the fragilities that urban spaces present. The period selected for the understanding of these questions ranges from the industrial revolution, with all its imponderables, to the more rational, inclusive and reflective cities today. In this context, this ambition demanded a trajectory, throughout the 20th century, through the urban currents, concepts and experiences that irreversibly influenced the cities of our day. It is understood that the progressive changes in urban spaces forced, necessarily, the paths of convergence towards sustainability, tendentially marked by the rehabilitation and regeneration of the building, adopting the construction of "green buildings" and models of territorial organization that ensure better conditions for the efficient pursuit of the goals set by the intelligent city paradigm. We emphasize the importance of new scientific and technological knowledge in the advancement of society in a globalized world and the catalytic role of major events in the transformation of cities. International events are thus unique moments of opportunity that involve financial means, time and human resources, allowing for more extensive and deep interventions, becoming, therefore, cases of excellence study, in the application of sustainability methodologies as a paradigm in the interventions in urban centers of the 21st century. In order to explain how this reality was translated in the territory, two singular cases were analyzed: the Exhibition in Zaragoza in 2008 on the theme of Water and the Olympic Games in London in 2012. In both events, the concept of sustainability was present, from the planning phase to its implementation in all dimensions of sustainability: economic, social and environmental. In these cases, all the actors in the project and the architects, in particular, have assumed the responsibility of dynamizing the territories in a global logic of territorial valorization and future perspective on the theme of resilience. However, the changes in the economic and political situation that were felt, as well as the increase in the power of the real estate sector in the creation of new urban areas, had a strong impact on the new paradigm of territorial development in each of the cities.
