A intelligence no contexto da segurança nacional e de uma renovada estratégia portuguesa

Abstract

A presente investigação tem como grande prioridade analisar as informações estratégicas no contexto da segurança nacional e determinar que papel poderão assumir os serviços de informações no seio de uma grande estratégia nacional com o objetivo de responder aos desafios que o país enfrenta. De forma a cumprir este propósito realizou-se um debate assente numa abordagem compreensiva a vários aspetos, nomeadamente: às componentes técnicas das informações estratégicas; à política externa nacional; as informações à luz do Direito Internacional e Direito Interno; a capacidade de o país possuir uma grande estratégia; e por fim ao papel poderão assumir os serviços de informações no apoio à tomada de decisão e na efetivação de uma grande estratégia nacional tendo em vista a resposta aos desafios que o país enfrenta. O caminho metodológico percorrido assentou no estabelecimento de relações causa-efeito, que conjuntamente com o apoio da teoria, permitiu compreender as falhas, enumerar as potencialidades e elaborar soluções para a problemática sobre estudo. A análise realizada e as propostas que foram elaboradas, superaram as expectativas na medida em que foram sendo corroboradas pela teoria. Conclui-se, portanto, que Portugal entrou num rumo de clara decadência desde o “abandono” e desinvestimento na implementação de um sistema de informações que fornecesse uma compreensão acrescida da realidade, de forma a agarrar oportunidades para a obtenção de ganhos e a prevenir impactos negativos para o país decorrentes das conjunturas que se foram sucedendo. Afirma-se de igual forma, com base na investigação realizada, que Portugal mesmo sendo um pequeno Estado com recursos limitados, pode ter uma grande estratégia assente na sua vertente marítima e lusófona, com o apoio critico dos serviços de inteligência em todos os setores da mesma. Tudo o que foi proposto só será possível se a vontade política permitir, estiver dotada da visão para tal e realize os investimentos necessários nos serviços de inteligência nacionais, para que estes se tornem eficazes. Uma regra de ouro que nunca deve ser esquecida é que não há desenvolvimento sem segurança

The present research has as main priority the analysis of the Intelligence activity in the context of national security to determine the role that the intelligence services can take on a national grand strategy with the objective to answer the challenges that currently Portugal face. To comply with this purpose a comprehensive approach was established taking various points into consideration mainly: the technical components of Intelligence and it´s place under the International Law and Portuguese Law; the capacity of Portugal to elaborate and maintain a grand strategy; and the role that the Intelligence services could assume in order to support the decision-making process and the implementation of a national grand strategy. The adopted methodology is based in the establishment of cause-effect relations, which with the necessary support of the theory, allowed to understand the errors, to enumerate strengths and to elaborate solutions for the problematic under study. The analysis work that was performed and the elaborated solutions, exceeded expectations and were corroborated by the theory. It is concluded that Portugal initiated its course of decay since the “abandonment” and “divestment” in the implementation of an Intelligence system that supplied an increased understanding from reality, to seize opportunities for gains and avoid negative impacts for the country resulting from the conjunctures that were succeeding. We affirm in the same way, based on the current research, that Portugal even being a small country with limited resources, can have and should have a grand strategy settled on its maritime front, with the critical support from the Intelligence in all her sectors. All that has been proposed will only be possible if the political will, if it´s strategic vision let it be and if the necessary investments are made in order for the national intelligence services become truly effective. The golden rule that can never be forgotten is that there is no development without security.
