O mercado informal em São Tomé e Príncipe

Abstract

O presente trabalho de investigação tem como objetivo principal, identificar as causas do mercado informal em São Tomé e Príncipe, derivando-se alguns objetivos específicos: perceber o que leva as pessoas a recorrerem às atividades ou trabalhos informais; identificar as autoridades responsáveis pela fiscalização, controle e a regulação das atividades mercantis (atividades comerciais) e, perceber como elas funcionam e colaboram entre si para resolver a problemática do mercado informal; e verificar a existência ou não de sistemas ou mecanismos que permitem a fiscalização, o controle e a regulação por parte das autoridades competentes. Com efeito, procuramos também dar respostas as seguintes questões: “quais as causas do Mercado informal em São Tomé e Príncipe?”, “será o Mercado informal uma consequência da falta de sistemas e ferramentas (mecanismos) por parte das autoridades a quem compete a fiscalização, o controle e regulação dos mercados (atividades económicas)?”, e “será o mercado informal uma consequência da falta de criação de estruturas (mercados) onde as pessoas pudessem exercer as suas atividades mercantis, ou simplesmente uma consequência das preferências das pessoas em exercer as suas atividades mercantis sem terem de pagar os impostos?”. Para atingir tais objetivos e dar respostas as questões levantadas, recorremos essencialmente as seguintes estratégias para recolher dados e realizar a investigação: os inquéritos por entrevista e questionário, tendo sido realizados um inquérito por entrevista, tendo como participante o diretor da Direção de Regulação e Controlo das Atividades Económicas, e trezentos inquéritos por questionário tendo como participantes pessoas que trabalham informalmente em atividades que consideramos ser as mais evidentes. Após a investigação realizada chegamos as conclusões que se seguem: As pessoas recorrem às atividades informais por diversas razões, entre elas a falta de emprego, a necessidade de ter rendimentos para fazer face as suas necessidades, a falta de informação, o nível de escolaridade ente outras razões. A fiscalização, o controlo e regulação do mercado têm sido essencialmente tarefas da responsabilidade da Direção de Regulação e Controlo das Atividades Económicas. A inspeção das atividades económicas é fundamentalmente realizada pela Direção de Regulação e Controlo das Atividades Económicas, havendo, no entanto, cooperação e colaboração com outras instituições como a direção da pecuária, o CIAT, a polícia nacional, embora seja muito limitada e restrita, atuando cada instituição na sua área e de forma específica. A Direção de Regulação e Controlo das Atividades Económicas funciona com base em leis e decretos-lei para inspecionar as atividades económicas e, também realiza inspeções, fiscalizações e sensibilizações com o intuito de combater e diminuir a informalidade. Todavia, a falta de meios materiais, humanos, financeiros entre outros, dificultam a sua tarefa e não permite fazer face ao mercado informal. As principais causas do mercado informal em São Tomé e Príncipe são: a falta de emprego, dificuldades por parte das entidades competentes em controlarem o mercado, falta de estruturas adequadas para o exercício de atividade económica, a falta de informação, o baixo nível de escolaridade, preferência em trabalhar por conta própria, e o não pagamento de impostos. A falta de sistemas e ferramentas (mecanismos) por parte das autoridades a quem compete a fiscalização, o controle e regulação dos mercados (atividades económicas), é claramente uma das principais causas para a formação e o crescimento contínuo do Mercado informal em S. Tomé e Príncipe. A falta de criação de estruturas (mercados) onde as pessoas possam exercer as suas atividades mercantis, acaba por ser sem dúvidas outras das principais causas da formação e do crescimento do mercado informal.

The present research work has as main objective, to identify the causes of the informal market in São Tomé and Príncipe, deriving some specific objectives: to understand what makes people resort to informal activities or jobs; identify the authorities responsible for the inspection, control and regulation of commercial activities (commercial activities) and, understand how they work and collaborate with each other to solve the problem of the informal market; and to verify the existence or not of systems or mechanisms that allow inspection, control and regulation by the competent authorities. In fact, we also try to answer the following questions: what are the causes of the informal market in São Tomé and Príncipe? is the informal market a consequence of the lack of systems and tools (mechanisms) on the part of the authorities responsible for supervising, controlling and regulating the markets (economic activities)? is the informal market a consequence of the lack of creation of structures (markets) where people could exercise their commercial activities, or simply a consequence of people's preferences to exercise their commercial activities without having to pay taxes? In order to achieve these objectives and answer the questions raised, we essentially used the following strategies to collect data and carry out the investigation: interview and questionnaire inquiries, an interview survey having been carried out, with the participation of the Directorate for Regulation and Control of Economic Activities director, and three hundred inquiries. by questionnaire with participants who work informally in activities that we consider to be the most evident. After the investigation, we reached the following conclusions: People resort to informal activities for a variety of reasons, among them the lack of employment, the need to have income to meet their needs, the lack of information, the level of education and other reasons. Market surveillance, control and regulation have been essentially the responsibility of the Directorate for Regulation and Control of Economic Activities. The inspection of economic activities is fundamentally carried out by the Directorate for Regulation and Control of Economic Activities, however, there is cooperation and collaboration with other institutions such as the livestock management, CIAT, the national police, although it is very limited and restricted, with each institution operating in its area and specifically. The Directorate for Regulation and Control of Economic Activities operate on the basis of laws and decree-laws to inspect economic activities and also carry out inspections, inspections and sensitization in order to combat and reduce informality. However, the lack of material, human, financial resources, among others, makes it difficult to do its job and does not allow to face the informal market. The main causes of the informal market in São Tomé and Príncipe are: lack of employment, difficulties on the part of the competent entities in controlling the market, lack of adequate structures for the exercise of economic activity, lack of information, low level of education, preference for self-employment, and non-payment of taxes. The lack of systems and tools (mechanisms) on the part of the authorities responsible for supervising, controlling and regulating the markets (economic activities), is clearly one of the main causes for the formation and continuous growth of the informal market in São Tomé and Prince. The lack of creation of structures (markets) where people can exercise their commercial activities, turns out to be undoubtedly others of the main causes of the formation and growth of the informal market.
