Determinantes do desempenho dos municípios portugueses ao nível do turismo, considerando os estabelecimentos hoteleiros

Abstract

O turismo tem sido um impulsor de desenvolvimento e tem contribuído para o crescimento económico de todas as regiões de Portugal, dos lugares mais recônditos aos mais afamados e prestigiados a nível nacional e internacional. Para este crescimento tem sido imprescindível o contributo dos alojamentos turísticos, pois são eles que garantem condições para os turistas pernoitarem numa determinada região. Assim, três objetivos estão inerentes a este trabalho de investigação: (1) Compreender até que ponto os municípios devem ser percecionados como organizações e analisados de acordo com uma abordagem à Teoria Geral dos Sistemas. (2) Recorrer a abordagens metodológicas específicas para avaliar o desempenho do município, enquanto mercado dos alojamentos turísticos. (3) Percecionar de que forma impactam na satisfação global dos responsáveis pelos estabelecimentos de hospedagem as ações dos municípios na captação de turistas. Com o intuito de atingir os objetivos foram usadas diversas metodologias, entre as quais se podem mencionar as seguintes: DEA, índice de Malmquist, análise linear múltipla, análise componentes principais, análise fatorial confirmatória, modelação de equações estruturais, regressão logística ordinal e, ainda, diversas análises baseadas em estatísticas descritivas. As principais conclusões remetem para uma elevada ineficiência por parte de um número muito significativo de municípios (apenas 7,6% são eficientes em rendimentos constantes à escala), quando considerados os seus estabelecimentos de hospedagem. As conclusões remetem, ainda, para a importância da divulgação e promoção dos municípios, quer na captação de turistas, quer no aumento da satisfação dos responsáveis dos alojamentos, considerando a alocação dos recursos efetuada pelos responsáveis autárquicos.

Tourism has been one of the main drivers of the development and has contributed to the economic growth of all the regions of Portugal, from the most remote to the best known and most prestigious nationally and internationally. The contribution of tourist accommodations has been essential to this growth, as they are the ones that guarantee the conditions for tourists to stay overnight in a given region. Thus, three objectives are inherent to this research work: (1) Understand the extent to which municipalities should be perceived as organizations and analyzed according to General System Theory. (2) Use specific methodological approaches to assess the municipality's performance as a tourist accommodation market. (3) Understand how the actions of municipalities to attract tourists impact the general satisfaction of those responsible for lodging in tourist accommodations. In order to achieve the objectives, several methodologies were used, among which the following can be mentioned: DEA, Malmquist index, multiple factor analysis, main component analysis, confirmatory factor analysis, structural equation modelling, ordinal logistic regression and several analyzes based on descriptive statistics. The main conclusions point to a high inefficiency in a very significant number of municipalities, when considering their touristic accommodation (only 7.6% are efficient at constant returns to scale). The conclusions also emphasize the importance of publicizing and promoting the municipalities, both in attracting tourists and in increasing the satisfaction of the responsible for accommodation, considering the allocation of resources made by the responsible for municipalities.
