Zonas urbanas sensíveis e criminalidade organizada

Abstract

A presente investigação pretende identificar quais os principais desafios que a Zona Urbana Sensível (ZUS) do bairro da Cruz Vermelha enfrenta relativamente à criminalidade organizada. Para obter este desígnio central também se debateu: as características que o bairro da Cruz Vermelha possui para ser considerado uma Zona Urbana Sensível; a caracterização da população da ZUS do bairro da Cruz Vermelha; o sentimento de segurança/insegurança; as dificuldades de intervenção das forças de segurança nesta ZUS; a perspetiva dos jovens sobre a delinquência e as tendências do crime no Bairro da Cruz Vermelha. Neste estudo de caso, para se atingirem estes propósitos, seguiremos um caminho que se divide em duas partes, uma teórica onde é feita uma investigação tendo em conta a informação atual disponível quanto ao tema em questão e, depois de se identificar as pistas de respostas existentes na literatura, uma parte prática onde são realizados inquéritos por questionário e por entrevistas, no qual se comparam resultados e se sugerem conclusões. Os dados analisados sugerem que os principais desafios que a ZUS do bairro da Cruz Vermelha enfrenta relativamente à criminalidade organizada são: o tráfico de estupefacientes, elemento caracterizador do bairro, a delinquência juvenil, o sentimento de segurança existente entre os criminosos e de insegurança da restante população, o elevado grau de hostilidade da população para com as forças de segurança, em particular para com a PSP, o abuso policial no bairro da Cruz Vermelha, a arquitetura da ZUS do bairro da Cruz Vermelha que representa uma vicissitude na atuação policial e, por fim, o desajustado modelo de realojamento social existente.

The presente research aims to identify the main challenges that the Sensitive Urban Zone (ZUS) of the neighborhood Cruz Vermelha faces in relation to organized crime. To achieve this central purpose, the following were also debated: the characteristics that the Red Cross neighborhood has to be considered a Sensitive Urban Area; the characterization of the ZUS population in the Cruz Vermelha neighborhood; the sense of security/insecurity; the difficulties of intervention of the security forces in this ZUS; the perspective of young people on delinquency and crime trends in the Bairro da Cruz Vermelha. In this case study, to achieve these points, we will follow a path that is divided into two parts, a theoretical one where an investigation is carried out taking into account the current information available on the topic in question and, after identifying the existing clues for answers in the literature, a practical part where surveys are carried out through questionnaires and interviews, in which results are compared and conclusions are suggested. The analysed data suggest that the main challenges that ZUS in the Cruz Vermelha neighborhood faces in relation to organized crime are: drug trafficking, a characteristic feature of the neighborhood, juvenile delinquency, the feeling of security existing among criminals and the insecurity of the rest population, the high level of hostility of the population towards the security forces, in particular towards the PSP, the police abuse in the Red Cross district, the ZUS architecture of the Cruz Vermelha neighborhood which represents a vicissitude in police action and, and finally, the existing inadequate model of social resettlement.
