Subsídio para a compreensão da ameaça terrorista em Portugal : a narrativa oficial face à realidade conhecida

Abstract

A ameaça terrorista transnacional, como uma das principais ameaças da atualidade, afeta os alicerces do Estado e a sua manutenção, podendo influenciar as suas populações em questões de natureza económica e financeira. Sendo progressivamente descrito como um país seguro, Portugal tem vindo nos últimos anos a consolidar a sua imagem internacional de destino de férias por excelência, dentro do quadro dos tradicionais destinos da União Europeia, passando a fazer parte integrante dessa quota de mercado. As ameaças como o terrorismo poderão ter um impacto muito negativo nos padrões de turismo internacional, mudando decisões e práticas associadas, e consequentemente nas economias nacionais, para as quais o turismo é um significativo fator de desenvolvimento económico. Este estudo tem como propósito conhecer e sistematizar o discurso oficial sobre a ameaça terrorista no território Português, no período de uma década, de 2009 a 2018, mediante a análise das fontes primárias oficiais nacionais, visando inferir, ou não, a concordância entre a narrativa de Estado, disseminada através dos relatórios anuais nas dimensões de prevenção e combate à ameaça terrorista transnacional e as referências a Portugal nos relatórios anuais das agências Europeias e nos relatórios globais sobre a matéria, em termos de perceção internacional da realidade portuguesa.

The transnational terrorist threat, as one of the main threats today, affects the foundations of the State and its maintenance, and can influence its populations in matters of an economic and financial nature. Being progressively described as a safe country, Portugal has in recent years been consolidating its international image as a holiday destination par excellence, within the framework of the traditional destinations of the European Union, becoming an integral part of this market share. Threats such as terrorism could have a very negative impact on international tourism patterns, changing decisions and associated practices, and consequently on national economies, for which tourism is a significant factor in economic development. This study aims to know and systematize the official discourse on the terrorist threat in Portuguese territory, in the period of a decade, from 2009 to 2018, through the analysis of the official national primary sources, aiming to infer, or not, the agreement between the narrative of State, disseminated through the annual reports in the dimensions of preventing and combating the transnational terrorist threat and the references to Portugal in the annual reports of the European agencies and in the global reports on the matter, in terms of the international perception of the Portuguese reality.
