O sistema de informações em Portugal : história e evolução da comunidade de intelligence

Abstract

Num mundo caracterizado pela globalização em geral e, particularmente, no que diz respeito às ameaças e aos riscos que destas derivam, a produção de intelligence é cada vez mais uma ferramenta essencial aos decisores políticos como forma de garantir a independência e a salvaguarda dos interesses nacionais e a defesa das liberdades e garantias dos seus cidadãos. As informações foram um instrumento utilizado em todos os momentos da nossa história e revelaram-se fundamentais para a segurança e evolução dos Estados e nações. Com a evolução das ameaças transnacionais como é o caso do terrorismo, da criminalidade organizada e da proliferação de armas de destruição massiva (ADM), os sistemas de informações foram obrigados a evoluir, tanto ao nível organizacional como ao nível funcional, por forma a garantir a segurança das comunidades. Essa evolução passou não só por reestruturações internas, mas também pela utilização de ferramentas e mecanismos que permitissem levar a cabo a eficaz e eficiente produção de intelligence, ou seja, produzir inteligência de forma otimizada, célere e úbere. Portugal possui uma pequena comunidade de inteligência, muito provavelmente pelas dimensões da sua área geográfica e pela feliz isenção de ameaças concretizadas à sua segurança interna. Contudo, devemos ter presente que, cada vez mais, a ameaça é real e eminente. Assim, a presente dissertação tem como objeto o Sistema de Informações em Portugal e pretende analisar a formação da atual comunidade de informações em Portugal, com especial incidência no Sistema de Informações da República Portuguesa (SIRP), por forma a perceber a sua história, qual o seu grau de evolução e de que forma acompanha os sistemas congéneres.

The increasing globalization, particularly regarding threats and risks that derive from them, makes the production of intelligence an essential tool for policy makers to ensure the independence and safeguard national interests, and uphold the free will and privileges of its citizens. Intelligence has allways been an instrument used in our history, and proved to be fundamental to the security and evolution of states and nations. As transnational threats such as terrorism, organized crime and proliferation of weapons of mass destruction (WMD) evolve, intelligence systems are evolveing with them at both the organizational and functional levels to ensure the safety of communities. This evolution is possible not only due to internal restructurings, but also due to the use of tools and mechanisms which allow the effective and efficient production of usefull information, i. e., production of intelligence in an optimized, fast and udder way. Portugal has a small intelligence community, most likely due to the size of its geographic area, and luckely due to the absence of threats to its internal security. However, it is of increasing importance to remain alert as the threat is real and imminent. Thus, this dissertation is focused on the intelligence system in Portugal, and aims to analyze the formation of the current intelligence community in Portugal, with particular focus on the Information System of the Portuguese Republic (SIRP) in order to understand its history, degree of evolution, and its similarities with the counterpart systems.
