A representação institucionalizada de interesses em Portugal

Abstract

A representação institucionalizada de grupos que invocam a titularidade de interesses próprios em órgãos do poder político é um esquema organizatório com tradição em Portugal desde os primórdios do constitucionalismo. O presente texto corporiza uma análise dos modelos de representação institucionalizada de interesses no constitucionalismo português ao longo dos sucessivos regimes políticos, quer quanto aos grupos sociais que lograram representação institucionalizada e à medida em que a lograram, quer quanto às competências confiadas aos órgãos em que o poder político confere representação a esses grupos. A análise é teleologicamente orientada para a avaliação do grau de realização do escopo constitucional de aprofundamento da democracia participativa em Portugal.

The institutionalized representation of groups that invoke the ownership of their own interests in organs of political power is an organizational scheme with tradition in Portugal since the beginning of constitutionalism. The present text embodies an analysis of the models of institutionalized representation of interests in Portuguese constitutionalism throughout the successive political regimes, both as to the social groups that achieved institutionalized representation and to the extent that they achieved it, or as to the competences entrusted to the bodies in which the political power gives representation to these groups. The analysis is teleologically oriented to assess the degree of achievement of the constitutional scope of deepening participatory democracy in Portugal.
