O "Espírito Europeu" : fundamentos para uma Europa Unida

Abstract

Este estudo procura reflectir sobre os fundamentos para uma Europa unida, considerando que a unidade europeia não se fará através de instituições ou de políticas comunitárias. A verdadeira unidade passa por dar uma “Alma à Europa”, ou seja, por reencontrar o espírito europeu, lema da Conferência de Berlim (2004). Este espírito está refl ectido na sua cultura. Uma Europa da Cultura é a chave para o futuro da União Europeia, como mostram os Encontros para a Europa da Cultura (2005), e, mais recentemente, as comemorações dos 50 Anos dos tratados de Roma (2007). Muito antes, já os Encontros Internacionais de Genebra (1946) reflectiam sobre esse “Espírito Europeu”.

This study aims to refl ect upon the foundations for a united Europe, bearing in mind that European unity will not be achieved through community institutions and policies. True unity entails providing “Europe with a Soul”, that is, renewing the European spirit, the motto for the Berlin Conference (2004). This spirit reflects on its culture. A Europe of Culture is the key to the future of the European Union as the Meetings for a Europe of Culture show (2005) and, more recently, the commemorations of the 50 Years of the Treaties of Rome (2007). However, long before this the Geneva International Meetings (1946) had already reflected upon this “European Spirit”.
