Abstract

O presente estudo examina os procedimentos de formação de dois Governos constitucionais portugueses, o XVI (2004) e o XXI (2015), sinalizando o seu afastamento das normas constitucionais vigentes, dos valores democráticos elementares e de uma prática sedimentada desde a transição constitucional de 1982.

The present study examines the formative procedures of two Portuguese constitutional governments, the XVI (2004) and the XXI (2015), signaling their departure from the existing constitutional norms, elementary democratic values and a settled practice since the constitutional transition of 1982.
