Fundo Social Europeu (FSE) : análise da sua evolução

Abstract

O Fundo Social Europeu (FSE), logo referido, como a criar, no Tratado de Roma nasceu após a institucionalização das Comunidades Europeias para responder a problemas relacionados essencialmente com a formação profissional e a adaptação da mão de obra às necessidades da economia. Com as várias crises económicas e os seus efeitos no desemprego estrutural, o FSE foi-se adaptando às novas realidades e essencialmente no que se refere aos jovens e desempregados de longa duração. A evolução institucional que nos conduziu à União Europeia foi alargando e multiplicando as funções do FSE no contexto de objectivos que resultam da sua própria evolução ou que reúnem as perspectivas de todos os Fundos Estruturais desde que se conjuguem com uma perspectiva de emprego e formação. Continua a ser o Fundo Estrutural onde se concentram as vertentes de apoio às pessoas nos domínios do emprego, da educação e da formação mas também da pobreza e da exclusão.

The European Social Fund (ESF), so referred to, as to be created, in the Treaty of Rome was born after the institutionalization of the European communities to respond to problems essentially related to professional training and to the adaptation of the workforce to the needs of the economy. Considering the various economic crises and their effects on structural unemployment, the ESF adapted to the new realities and mainly in what refers to the young and long-term unemployed.

The institutional development that led us to the European Union has spread and multiplied the ESF functions within the context of objectives resulting from their evolution or that meet the perspectives of all Structural Funds, provided these are combined with an employment and training perspective. It is still the Structural Fund where strands to support people in the employment, educational, training, poverty and exclusion domains concentrate.
